Hello Neighbor, I’m Jim and I’ve enjoyed serving our small town as a City Councilmember, Planning Commissioner, and HOA President. With your vote, I’ll keep working for you.

I am proudly ENDORSED by the bipartisan Eastside Business Alliance that supports moderate leaders.

Why am I asking for your vote?

Lower Taxes

I’ll keep cutting millions in wasteful spending, so your family can keep its money, not pay more taxes.

Fiscal sustainability requires tough choices, and you should expect your government to practice responsible financial policies that manage your taxpayer dollars wisely.   As your Councilmember, I have voted against projects and fees that waste your money.  Thanks to my service on Newcastle’s Finance Committee, I have learned how to spend your tax dollars efficiently.  As HOA President, I stopped every attempt to raise my neighborhood’s HOA dues.  I will protect your tax dollars as if they were my own.  You work hard for your family, and I will work hard to ensure that your taxes are spent wisely.  We must focus our resources on essential services like public safety and critical infrastructure.  I will work with our local businesses, neighboring cities, and allies to make Newcastle better every day.

Community Values

We’ll maintain our quiet parks & beautiful trails, as we reject the never-ending construction and traffic.

Newcastle offers natural beauty, peaceful neighborhoods, and superb businesses that have earned our city recognition as one of the best small towns in America.  I specialize in building partnerships that will invest in giving you more of what you love about Newcastle.  We’ll also guard against outside pressure to flood our streets with cars and bulldozers.  When you want to connect with your neighbors, you can take a stroll on our trails to your favorite park.  When you want to relax at home, I’ll make sure you hear birds instead of sirens.  Just as I’ve done for my neighborhood, I’ll work behind the scenes so you can simply love where you live.

Safe Neighborhoods

Our police will preserve Newcastle’s peaceful character by protecting your neighborhood from crime & speeders.

It feels good to know that you can walk around any part of Newcastle and always feel safe.  I promise to keep it that way.  The Newcastle Police have done a tremendous job of keeping our community safe.  Our excellent police officers will have whatever they need to protect you and your home.  We have kept crime in my neighborhood very low by making safety a top priority, and I will make sure that your neighborhood is safe too.

How am I qualified?

In 2013, Susie & I moved to Newcastle with our 2-year-old daughter and our son on the way.  We chose Newcastle because of its small-town feel, natural beauty, and safe neighborhoods.  I quickly joined our HOA board and volunteered for everything.  Now, I am our HOA President, and I am proud to say our neighborhood is safer and more beautiful than ever.  We have planted trees, installed security lights, and hosted community events without ever increasing anyone’s dues.

I was honored to win a Newcastle Diamond Award “for outstanding contribution to the Newcastle community” in 2023.  Since our family moved here, I’ve dedicated countless hours to volunteering throughout Newcastle. I have raised thousands of dollars and coached hundreds of kids on both sides of Coal Creek Parkway.  It’s been my pleasure to volunteer for Newcastle’s Christmas tree lightings, Hazelwood Elementary School, Boocastle, Newcastle Days, Newcastle’s Softball Classic, Risdon Middle School, Chamber of Commerce, Coal Creek Classic, Walk to End Alzheimer’s, and other worthy causes.

In 2020, I was appointed to Newcastle’s Planning Commission.  Serving as a Commissioner and a Vice Chair taught me how to get things done in our City Hall.  It takes endless hours of planning and cooperation to make sure your neighborhood stays beautiful and safe.  I made sure that your voice was heard in our city-wide survey that became my “guiding light” for our Comprehensive Plan.  I talked with hundreds of residents at many events to learn what you really care about.  My job is to make sure that your city government gives you what you want.

Last December, I was appointed to our City Council.  My goal as your Councilmember has been to preserve what’s special about our beloved hometown.  We can raise our quality of life without raising our taxes.  Newcastle is our shining city on the hill.  I promise to protect what you love about living here.  I love Newcastle so much that my family produced this fun video about our hometown’s rich history and bright future.

"If you were to ask someone in Newcastle who Jim Quigg was, they would know. Maybe he coached their kid in Baseball. Maybe they saw him at the Newcastle tree lighting. Or maybe even dressed up as buddy the elf singing Christmas carols. That’s my Dad, the person everyone knows. If you were to go to his office at home, you wouldn’t see plain walls and boring furniture. No, you would see pictures of his family, and hundreds of thank you cards from people around the city. Last year my Dad won the Mayor's award for contributions to the community. And on May 2nd, my brother Mac Quigg will win the youth award for outstanding community contributions. See the influence? As his daughter, sometimes he tells me to do something I don’t want to do. But later, I realize he always has good intentions. My Dad is one of the most unselfish people I know, and that’s why I’m making this mural. This mural you're looking at right now, is probably confusing you a lot. But some explanation will help. The biggest thing you see is the green hat with a feather. This represents Buddy the Elf. This may not seem like a big deal, but really, it is. This December me and my family went to NYC for Christmas. My Dad had dressed up as buddy the elf, and you should’ve seen all of the smiles surrounding him. Him being Buddy, brings joy to people. Next you will see the large basketball and whistle. These represent his commitment to coaching me and my brother. Since I was 6 years old, my Dad has been coaching me in Basketball and soccer. Same with my brother, including baseball. You may think, ”oh your Dad coaches you, so what?” But when the season starts, families request that their kids play on the team with my Dad. There are times when a parent comes up to me, and tells me how amazing my Dad is. To the far left you will see a tree. This tree represents his commitment to my neighborhood's HOA. In the past 10 years that I have lived here, he has planted trees, planned neighborhood parties, and so much more. And finally, probably the most confusing one, the plane. The plane represents how my Dad buys planes, and lets kids fly them. I know it sounds kind of stupid, but it’s brought a lot of my brother's friends closer. There have been so many times where my Dad has left the house to go climb a tree and retrieve a plane. He always tells me how parents of kids text him, asking when the next time they're going to fly planes will be. There are so many more things I could’ve drawn or written about, but that would’ve taken forever. So thank you to Jim Quigg, and everything he does for the community." - Lily Quigg
